"They don't get blown around by the wind... Sand goes through them," a council member summarizing DPW feedback said during discussion.
Council members asked about locations and maintenance. Staff said specific ramp locations have not been finalized and would be shared with council before installation. The meeting record shows council approval to introduce the ordinance for public hearing; the council later moved to adopt separate ordinances and consent resolutions during the session.
No final spending was executed at the introduction; adoption and any borrowing would require a subsequent formal adoption vote and standard financing steps. The introduction received a second and roll-call support from council members at the meeting.
