Staff recommended awarding grant-administration services for a $300,000 MIT Resilient Communities Program grant to the highest-scoring bidder, Langford. The grant is intended to fund a zoning-ordinance rewrite following the city’s comprehensive plan update.
"How it will break down is 267,000 of those dollars of the $300,000 total will go towards that zoning ordinance rewrite, and $33,000 goes to grant administration services," staff said. The evaluation committee scored Langford highest (98); Harper Doss scored 95 and GrantWorks 85.
Council discussed whether repeatedly hiring the same firm creates market concentration but ultimately approved the staff recommendation and the contract award to Langford by motion.
Staff said the procurement followed the RFP and scoring criteria and that references were checked before the recommendation. The award moves the zoning rewrite work into procurement and planning phases under the grant’s scope; final project tasks and timelines will be developed by the vendor and city staff.
