County says managed camp near Redmond will be completed in about a month; operator RFP due Feb. 27

County staff told the council and commissioners that construction of a managed camp intended to serve people experiencing homelessness is nearing completion and that officials are working through an RFP to select an operator.
“For the record, Eric Cropp, deputy county administrator,” Cropp said, and reported that construction “continues. It's on schedule and it's set to be completed in about a month.” He said an RFP for an operator was issued at the end of January with proposals due Feb. 27 and that the county expects to convene a review committee including city, county and nonprofit representatives and to award a contract around April.
Cropp said staff have begun collecting names from people who might move into the managed camp so they can be turned over to the eventual operator; officials emphasized that some people have indicated their decision will depend on the operator and the program rules.
Councilors asked whether voluntary relocations and security work to discourage new encampments on county-owned DSL lands were coordinated with city agencies and service providers. Cropp said voluntary outreach and site marking have occurred and that formal 60–90 day notices and coordination with the city would accompany any mandatory relocation.
No contract award was made at the meeting; officials asked staff to continue coordination with city partners, finalize the review committee and return with recommendations for an operator and program rules.
