The Redmond Urban Renewal Board approved a contract not to exceed $250,000 to hire an owner's representative to oversee the downtown ice rink project.
Chuck Arnold, urban renewal program manager, told the board the rink is intended to "enhance our existing investments" downtown and support activity that will build on "tens of millions of dollars in urban renewal" spending. Arnold introduced the item and turned it over to staff for details.
Megan Gassner, urban renewal staff, said the project is complex and multi'phase and that staff solicited four informal estimates from qualified public management firms. She recommended Coming Management Group (also referenced in the transcript as Cummings Management Group) based on its experience with outdoor recreation facilities, track record on cost-saving strategies and project management capacity. "Given the complexity of the project and the significant investment of public dollars we really need that expertise," Gassner said.
Wayne, representing Coming Management Group, outlined his local experience and the firm's national resources, saying the company would use lessons learned from a $55,000,000 ice rink the firm's Denver office is managing in Vail. "With my local knowledge and experience, and with Cummings' vast resources, I believe we have a winning combination," he said.
A board member moved to award the owner's representative contract to Cummings/Coming Management Group in an amount not to exceed $250,000 and to authorize the city manager to sign the contract; the motion was seconded and approved by voice vote.
According to staff, approval would allow the owner's representative to join the project immediately and help shepherd the forthcoming design'build RFP and advise staff and the city attorney through project phases. No further funding breakdown or contract start date was specified during the meeting.
The meeting ended after the chair noted a letter from Dean Lenot about sidewalk issues and asked that staff follow up.
