Council approves two preliminary plats but flags infrastructure and traffic questions

The Winterville Town Council voted to approve two preliminary plats at its Jan. 12 meeting after planning staff and the technical review committee recommended both projects.
Steven Penn, planning staff, described 11 at Main Phase 3 as roughly 1.52 acres proposing 17 three-bedroom attached single-family units; the parcel is zoned multifamily residential but requires a special-use permit, which the applicant secured previously. Penn said the developer will dedicate on-site recreation space, provide guest parking and submit construction drawings and final plat materials if council approved the preliminary plat. Council members asked about the Technical Review Committee process, retention and stormwater controls, and school impact; Penn said the TRC includes town departments and outside agencies such as NCDOT and that the county is notified for school growth estimates. The council approved 11 at Main Phase 3; the transcript records the motion carried 4–1 with Councilwoman Hawkes voting no.
Penn also presented Vernon Square, a 14.32-acre commercial preliminary plat at the corner of Highway 11 and Vernon White Road proposing seven commercial lots and one stormwater/utility lot. He said the map submitted to council reflected revisions required by traffic studies and NCDOT; staff recommended approval and planning and zoning had unanimously approved the plat in December. Council voted to approve Vernon Square.
Council discussion emphasized infrastructure sequencing, stormwater management and traffic access; staff said NCDOT has approved access and required turn-lane and traffic upgrades. Construction drawings and final plat approvals remain future steps before building permits are issued.
