Megan Gassner (S9), Urban Renewal staff, said staff recommend moving forward with Cummins Management Group as the owner's representative; she told council the firm has experience with municipal recreational projects and will help finalize the RFP for a design‑build team and assist in selection. “Staff's recommendation is that we move forward with, County Management Group, who you all have experience with from the Public Safety Facility Building,” she said.
Staff described the role of the owner's rep in helping compile design alternatives and in coordinating the early design and procurement steps. Councilors and staff discussed the desired project schedule and the need to identify multi‑season programming so the facility can operate year‑round; staff reiterated that the project's target operation date is November 2027 if procurement and design proceed on schedule.
Councilors asked whether it was premature to bring on the owner's rep; staff replied that having the rep on board for the RFP process and selection of a design‑build team would make the overall process more efficient. The contract preview was informational; the proposed contract award will be on the council agenda the following day for action.
