CNHRPC seeks feedback on Commercial Street plan; board suggests rail‑trail and grant updates

Matt Monahan of the Central New Hampshire Regional Planning Commission presented a draft Commercial Street Plan and implementation schedule to the Boscawen Planning Board on Feb. 3 and solicited the board's feedback.
Ex‑Officio Lorrie Carey asked that a recently drafted Select Board letter of support for a Concord grant be listed under the Short Term column. Carey also said an application submitted Friday sought $100,000 from the Wentworth Institute to reimagine Hannah Dustin island; Monahan agreed to add that item under Intermediate Term. Carey asked that the plan remove the label "Inactive" for the Hannah Dustin Committee and mark it "Reactivated."
Vice Chair Josh Crawford suggested the draft emphasize that the Northern Rail Trail runs down through Commercial Street and connects to Franklin amenities; PCD Director Kellee Jo Easler suggested highlighting the link to Franklin. Members recommended adding the new Penacook pavilion and Boscawen Park improvements as destinations to the Implementation Schedule. Board members also discussed updating items on the schedule, including Brownfields Cleanup and Revitalization (ongoing across short/intermediate/long terms), TIF District implementation (intermediate term) and recent zoning updates (short term/completed).
Monahan will incorporate the board's suggested edits into the implementation schedule for the next draft.
