Staff presented the 3.58-acre plan in the Neighborhood General Historic District and noted the requirement that future lot owners maintain 75% tree canopy on individual lots (exclusive of primary structure footprints). Commissioners emphasized that significant trees identified on the development drawings be explicitly recorded so that future homeowners understand which trees cannot be removed without appropriate approvals. One commissioner noted that dead or diseased trees remain an exception and would be removed through existing permitting processes.
The commission voted to approve the preliminary development plan as submitted with an amendment specifying that trees identified on the plan outside the right-of-way and in common areas be saved and recorded; the motion passed unanimously.
Next steps: Applicant will provide exhibits identifying trees to be saved, record those exhibits as part of the development plans, and proceed to the phased infrastructure work required before lot sales and individual COFA/HPC review of future buildings.
