Board members raise transparency concerns over missing contracts; administration cites BoardDocs and addenda
Summary

Board members used the April 28 meeting to press administration on why several contracts on the consent agenda were not included with the board packet and to ask for more explanatory materials before votes.
Trustees repeatedly said they had not received copies of five or six contracts that appeared on the agenda, including the Pomptonian food-service renewal or addendum, transportation renewals, an E-rate wireless refresh (category 2) and a LightPath Internet contract (category 1). "This packet included 6 contracts... 5 out of the 6 weren't included," a trustee said, asking that the board receive full attachments in the Friday packet so members have time to review them.
Administration responded that attachments are normally pushed through BoardDocs and that some items on the agenda were renewals or addenda to previously approved contracts. For the food-service item administration said the vendor has served the district for years and the action was a renewal/addendum; administration also told the board that prior-year cafeteria losses were discussed with auditors and that federal/state reimbursement rules (the district referenced "Hungry Kids" requirements) affect cash flows when free/reduced forms are not returned.
On technology, administration said the LightPath contract would increase bandwidth from 10 to 30 gigabits per second and is E-rate eligible, with the district paying an estimated 20% of the cost after discounts. The superintendent noted a Verizon partnership that supplied 1:1 Chrome devices and said a signed Verizon contract would be needed by May 15.
Board attorney Phil reminded trustees that any member may vote their conscience and that trustees have the right to request whatever documents they need to make an informed vote.
What the board asked for: trustees requested a follow-up email with all missing attachments and asked administration to confirm which agenda items are renewals, which are addenda and which are new contracts. Several members asked for a written explanation of recent cafeteria losses.
What did not happen: a motion to require immediate remedial steps (a multi-part resolution demanding budget transparency and a possible forensic audit) was introduced later in the meeting but the discussion ran past the scheduled time; the board did not complete action on that resolution before an extension vote failed and the meeting adjourned.
Bottom line: board members said they need better packet distribution and clearer contract labeling (renewal vs. new) so that they can exercise meaningful oversight before voting on contract approvals.
