Commission schedules site visit for proposed 2‑bay garage and ADU at 16 Evergreen Lane

Sean Moriarty, a wetland scientist with Jones and Beach Engineers, presented a conceptual plan to the commission on April 8 for a two-bay garage with a prospective accessory dwelling unit (ADU) above, proposed within a previously disturbed backyard at 16 Evergreen Lane.

Moriarty said the structure would sit outside the 25‑foot no‑build zone but would extend into the 50‑foot buffer and require supportive slope work (roughly a 2:1 slope). Commissioners asked technical questions about grading, whether the building could be shifted to reduce buffer encroachment, and how plumbing and septic connections would be handled; Moriarty said the ADU plumbing would be deferred until a later stage and that the garage could be built first with septic work addressed subsequently.

Commissioners urged the applicant to examine layout options that move more of the structure away from the buffer, to include septic location and piping plans in the formal Notice of Intent so the commission would not need to see the applicant again for basic omissions, and to provide final engineering plans before approval. The commission agreed to hold a site visit at 6:00 p.m. on Thursday, April 23 at the property, and commissioners said they expect engineers’ plans before any formal NOI is submitted.

Why it matters: The proposal involves work within wetland buffer areas and will require the commission to weigh grading, buffer impacts, and long-term drainage and septic plans before issuing a formal permit decision.
