Developer's request for town contribution to Highway 79 traffic signal rejected by Florence council

Developers representing PG 53 LLC asked the Florence Town Council on May 19 to share construction costs for a traffic signal at the intersection of Highway 79 and Hunt Highway, arguing that the signal is required for access to the proposed 53-acre development. Kevin Peterson told council ADOT will not allow access off Highway 79 without a stop signal and that private contractors estimated construction between $650,000 and $700,000; the developer's proposal budgeted roughly $1,000,000 with the developer taking two-thirds and the town one-third.

"We're asking for the town to cooperate on one third of the cost," Peterson said, adding that developers would agree to be reimbursed from future commercial tax revenue generated by the project. ADOT has told the applicants it would not fund the 50% share it typically covers on regionally significant intersections, Peterson said.

Council members raised questions about uncertain final costs, who would bear overruns, the timing of developer reimbursements and the state agency position. Several members requested firmer traffic studies, hard cost estimates and clearer contract language before considering a town contribution. "I have to have more information and better information of things," Council member Benzina said.

After debate, the council voted to direct staff not to proceed with a development-agreement under the proposed terms as submitted by Florence PG 53 LLC. The motion to not proceed passed on roll call.

Town staff and council invited the applicants to continue working with staff on revised terms but said the proposal as written lacked the cost certainty and protections the council sought.
