On the budget and tax items, council gave first consideration to several ordinances and set second‑reading public hearings for June 11, 2026. Council approved first reading of ordinance 45‑86 (fixing the tax rate for 2026) while noting City staff informed council that reappraisal will lower the effective rate before final passage. "We were notified by the property assessor's office today that with reappraisal that that number is going to drop down to 0.6068," said Massey, who addressed council during the tax‑rate discussion.
Council also gave first consideration to the FY2026–27 appropriation ordinance (45‑87) and asked staff to include a requested 10% increase for the Murray County Animal Shelter at second reading; and it approved a first reading of ordinance 45‑88, the classification and compensation plan for FY26‑27 that the mayor said includes increases exceeding current cost‑of‑living adjustments.
Other first‑reading items advanced without extended debate included ordinance 45‑89 (historic district design guidelines) and ordinance 45‑90 (preliminary planned unit development master plan for Honey Farms PUD). All first‑reading items were advanced to the scheduled second reading/public hearings.
The council did not take additional public comment on these items during the meeting. Final adoption, vote tallies and any amendments will be recorded at subsequent readings and hearings.
