Cathedral City awards $1.47 million contract for safety upgrades at 18 intersections

The Cathedral City Council voted May 27 to award a construction contract and construction engineering support agreements for the HSIP Cycle 11a safety project, which targets safety improvements at 18 unsignalized intersections.
City staff explained the project stems from the city’s local road safety plan and includes measures such as LED lighting, reconstructed ADA curb ramps, high‑visibility crosswalks, rectangular rapid flashing beacons, and advanced pavement markings. Armando Balazzoni, introduced by the city manager as the city engineer, said the city opened bids in February 2026 and received two proposals.
Balazzoni reported LC Paving & Sealing Inc. of Escondido was the lowest responsive bidder at $1,470,000. Staff said HSIP funding and a local traffic safety fund will support the project and recommended awarding the construction contract to LC Paving, approving a professional services agreement for construction engineering support, authorizing necessary bonds and insurance, and issuing a notice to proceed.
Council members asked about specific treatments at Terrace and Cathedral Canyon and the potential impact of flashing beacons on nearby residences; staff said devices can be made directional and that impacts would be reviewed during final design. The council unanimously approved the contract award and associated budget authorization.
Staff will return with contract documents and request bonds/insurance from the contractor before issuing a notice to proceed.
