Union County Public Schools facilities committee forwards multiple construction and lighting bids to full board

The Union County Public Schools Facilities Committee on May 27 voted to forward a series of construction and equipment contracts and other action items to the full Board of Education for approval, including LED lighting, roofing and paving projects and a field-house design contract. All motions passed by voice vote and were recorded as 4-0.

Ms. Emel, a Union County Public Schools facilities staff member, presented the bids and funding sources. "Level 4 Electric LLC submitted the lowest responsive bid and the total amount of $202,774.38," she said when describing an LED conversion at Shiloh Valley Elementary. Staff asked the committee to recommend that the board approve Level 4 Electric’s bid, and the committee agreed.

Other contracts the committee forwarded included a $264,501 bid from Carolina Contracting & Investment for kitchen drainage and grease-interceptor work at Union Elementary (funded from FY24 expansion/renovations and remaining savings), a $205,345 athletics-grant-funded proposal from Camp Electric for Parkwood Middle’s softball field lighting, and a $2,599,000 bid from Triad Roofing for restoration work at Marvin Ridge High School focused on replacing TPO roofing with modified bitumen and restoring metal roof fasteners.

Mr. McManus, who presented the Stallings Elementary roofing recommendation, said Owens Roofing submitted the lowest responsive bid of $848,916 (FY24 roofing funds). "That thing's been brought back to life," he added in praise of recent gym restoration work during the bond update portion of the meeting.

The committee also reviewed a proposed permanent utility easement along Goldmine Road. Ms. Emel told members that the easement had been discussed in 2022 but "was not formally recorded," and staff asked the committee to recommend that the permanent easement be recorded as requested by Union County Public Works. Committee members asked staff to verify whether parts of the parcel fall within the City of Monroe before the board records the easement; the committee nevertheless voted to forward the recommendation to the full board.

Staff provided a bond update and project photos showing work at Forest Hills High School (preparing for the 11-month warranty walk-through), stadium site preparation and gravel placement, glass installation at East Union Middle School, and a design charrette at Parkwood High with Moseley Architects scheduled for June 10. Mr. McManus highlighted progress at the restored Hargett Gym and members discussed scheduling a morning tour.
