Midway training urges clearer communication between council and planning commission

"If there were some way to share a little more of that detail, that was a thought maybe," said Sue Ellen, a committee member, urging a short distillation or a liaison to explain how strongly commissioners debated an item.
The session emphasized two goals: transparency and independent deliberation. Several speakers noted the planning commission needs independence so the council does not simply "rubber-stamp" decisions. "We all understand the vision of the city, the general plan," one participant said, and the group agreed the general plan should remain the common reference when code changes are discussed.
A central legal point clarified at the training was email and forum rules under state meeting law. A staff member explained: "You cannot because everybody in the planning commission is included on an email and you start going back and forth, that's considered a forum. Quorum. You cannot discuss anything without doing a public notice." The staff guidance said commissioners may review informational emails but should not reply-all; one-on-one phone calls between two members remain allowed.
Facilitators urged practical steps: read the staff packet, use staff liaisons (several staff members were named in discussion), conduct short site visits when helpful, and consider designating a planning-commission representative to offer a five-minute summary to council when a matter needs more context.
The training closed with a reminder that commissioners are required to complete training hours; participants were told this session counted toward that requirement and that staff will continue to provide materials to support clearer interbody communication.
