The Groton Representative Town Meeting on May 13 approved fourth‑quarter transfers totaling $495,000 to cover unforeseen FY26 expenses and supplemental appropriations. Representative Chase moved the resolution, which the RTM seconded and carried.
The resolution directed transfers from contingency and the general fund unassigned balance to multiple functions: public works (emergency snow overtime and materials), the police department (chimney extension), the library (about $30,000 to cover audio equipment for public meetings), contributions to human services (about $50,000 for higher demand), and insurance and claims (about $25,000 for ongoing legal work). Finance committee members said the transfers represented needs that emerged after the FY26 budget was adopted.
Finance Chair Kristen Powers told the RTM the committee reviewed the information provided by staff and was satisfied with departmental explanations. The motion was put to a vote and recorded by the moderator as carried by the membership present.
The transfers were presented by the finance committee as a single package to expedite consideration of routine supplemental needs; members had the opportunity to request separate amendments but did not do so. The town manager and finance director provided supporting detail during the committee review, and the RTM accepted the measure without recorded dissent.
The RTM will reconvene for further budget deliberations at the next scheduled meeting.
