The body considered Item 4, a request to accept an allocation from the New York State Office of Temporary and Disability Assistance (OTDA) for the rental supplement program and to amend the 2026 Department of Social Services (DSS) budget.
An agency official explained that the rental supplement funds—$1,125,750—would be used to subsidize up to 85% of the fair market rent for participating households while recipients pay 30% of their income toward rent. The official said eligibility continues until a household’s rent burden reaches 30% of income, at which point the goal is for households to pay the full rent.
Staff provided recent program data: in the fiscal year running 04/01/2025 to 03/31/2026 the office served 93 households, with an average subsidy of about $1,186 per household. The presenter said the program is 100% state funded and currently at capacity—there are no vacancies to add new households unless existing participants fail to timely recertify.
During questions a committee member asked whether alternative programs exist for households that do not meet the 30% threshold; staff said Section 8 or other funding sources would be alternatives. A committee member asked how long participants typically remain in the program; the presenter said some individuals have been enrolled and assisted for about two years.
The motion to accept the allocation and amend the DSS budget was recorded and advanced; multiple members answered 'Aye' on the voice vote as the meeting record closed the item.
