Lake Stevens staff proposes new park-shelter and court rental fees; council to consider combined fee resolution in June

Sarah Garceau, Lake Stevens parks and recreation director, asked the council May 26 to add five new park fees to the city’s fee schedule: two all-day shelters at Oak Hill Park (north and south), two at Frontier Heights (north and south) and basketball-court rentals. Garceau said the shelters are smaller, have limited amenities and are proposed at a flat $60 per day; basketball courts would be available for $25 per hour, consistent with comparable reservations for pickleball courts.
Garceau emphasized that courts remain open for public play when not reserved; reservations will be posted at shelters and the department is working to make availability visible through civic-rec software and, eventually, a more user-friendly calendar on the city website. Two of the four pickleball courts at Frontier Heights will be reservable while two will remain available for walk-up play.
Council members asked how the $60 shelter fee was set; Garceau said the amount reflects staff time, maintenance and the relative amenity (electricity is not available at the new shelters). She said staff will add these fees to the combined fee resolution that includes the traffic impact fees and return it to the council on the consent agenda at the next meeting.
Next steps: staff will draft the combined fee resolution (traffic and park fees) and place it on the first June meeting consent agenda for council action.
