City planner Desiree Powell explained the use and said it requires an SUP in single‑family zoning; P&Z recommended approval with a 10‑year expiration. Applicant Ruth Carlson told council she manages similar properties nearby and said the model has provided stable housing for workers and students and has been well‑received by tenants and neighbors.
Council members asked about enforcement, what happens on sale of the property, and whether the SUP stays with the property. Planning staff said the permit as written will stay with the property; enforcement mechanisms such as rental registration, inspections and code‑enforcement remedies apply if issues arise. One council member recorded a no vote; the motion otherwise carried.
Outcome: SUP approved with conditions and a 10‑year expiration; staff noted they could revisit ordinance language to address sale‑and‑transfer scenarios in a future amendment if council desires.
