Stokesdale council approves conditional heavy-industrial initial zoning for portion of 8299 Walter Combs Way

The Stokesdale Town Council voted unanimously Oct. 9 to apply a conditional heavy-industrial initial zoning (CZ‑HI) to a 0.81‑acre portion of 8299 Walter Combs Way following a staff presentation and a public hearing.
Darby Terrell of Guilford County planning presented case 25-09-PLBD-00133 and said the parcel was annexed into Stokesdale under an ordinance effective Sept. 11, 2025, and that county agricultural zoning will remain in effect until the town applies initial zoning or 60 days elapse. Terrell described the proposed CZ‑HI district as matching the zoning of the adjoining 4.84 acres and enumerated the uses the owner offered as conditions, including certain wholesale, manufacturing, utility and service uses. “The proposed conditional zoning district would also permit many commercial industrial uses, which have the potential to benefit the community through the creation of jobs and provisions of goods and services,” Terrell said.
Terrell told council the request is consistent with Stokesdale’s future land‑use plan, which designates a Professional Manufacturing Corridor along this section of US Highway 158, and noted there were no previous denials for the parcel. She also provided a traffic context: an NCDOT count on US‑158 logged about 7,500 trips in 2022.
Council opened the public hearing and heard no speakers in opposition. A motion to approve the initial zoning was made on the council floor and seconded; voting was recorded as Aye from Councilmembers Foy, Landreth and Jones and from Mayor Crawford.
The conditional zoning approval includes the conditions submitted by the property owner as listed in the county staff report. Council members noted the action largely resolves an “orphan” portion of property that was outside town limits when the applicant purchased it and said bringing the parcel’s zoning into alignment with adjacent lots was a housekeeping improvement.
Next steps: the property will receive the initial zoning as approved; Terrell said no amendment to the future land-use map is required if council approves the request.
