Council debates $100,000 cruise advertising contract with Visit Mobile

The City clerk introduced a proposed $100,000 agreement with the Mobile Convention and Visitors Corp to provide promotional and advertising services for the Mobile cruise terminal.
A councilmember asked why the city would use an additional $100,000 from the general fund when the tourism improvement district (TID) and Visit Mobile already budget for advertising. "Why isn't it not being spent on advertising for the freestrom?" the member asked. Visit Mobile's representative responded that the additional funding is targeted digital marketing to draw cruise traffic specifically to Mobile and that prior investments produced measurable results.
The Visit Mobile representative said the prior $100,000 produced strong digital engagement metrics, including tens of thousands of cruise referrals and a significant engagement rate, and noted a combination of public resources — Visit Mobile budget, the TID contribution and the city's allocation — support cruising. "Those $100,000 produced 40,000 cruise referrals to the Carnival website...315,000 sessions...64% engagement rate," the representative said, describing the campaign's past performance.
Some councilmembers suggested incorporating recurring cruise advertising into the Visit Mobile budget to avoid annual transfers; others said they valued the public discussion about the expenditure and the performance reporting Visit Mobile provided. Staff said they would provide follow-up metrics and consider committee-level review of performance evaluations for similar contracts.
