Historic board approves fence modifications with conditions, asks owner to work with staff

The Historic Preservation Advisory and Technical Compliance Board voted Feb. 20 to support staff recommendations for case 2026-038, requiring changes to a recently installed front iron fence and follow-up work on a side privacy fence.
Board Chair Jason Vázquez opened the discussion after staff described the request to retain an iron fence at 5 feet, 6 inches and a taller privacy fence at the side of the property. Staff noted the board's prior approval on Oct. 18, 2023, authorized a 3-foot iron fence; the current 5'6" front height does not match the adopted design guidelines, which allow up to 4 feet in that location.
The property representative asked whether the board intended to require changes to all fence sections, saying the new privacy fence matched the height of an existing neighbor's fence and that it could be costly to replace. Staff answered that the front iron fence should be reduced to 4 feet to conform to guidelines and that staff would follow up on the north/south fence along property lines; certain fixes could be approved administratively if the applicant submits revised plans that meet staff conditions.
After questions about the original submittal and property-line responsibility, a motion to support the staff recommendations with stipulations — including reducing the front iron fence to 4 feet and coordinating with staff on the side privacy fence — was made, seconded and approved by roll call (Davis yes; García yes; Dugard yes; Ziller yes; Fulligence yes; Vázquez yes; Sepúlveda yes).
The board instructed the applicant to work with city staff on next steps. Chair Vázquez reminded the group that board approval does not replace the requirement to obtain all city permits and that a certificate of appropriateness, when granted, would be emailed within 10 days.
The board's action: approval with conditions; staff will determine if portions qualify for administrative approval after the applicant submits corrected drawings and documentation.
