County staff presented an outdoor events application from Balloons Over Rockbridge for a two‑day hot‑air balloon and music festival July 4–5 on Oak Hill at the Virginia Horse Center. Staff said the application included plans for parking, crowd and traffic control reviewed by the sheriff, and a fire protection plan reviewed by Chief Ramsey; insurance certificates for both the county and the Horse Center were also on file.
Robert Forsman, representing Balloons Over Rockbridge, described pilot briefings, marked no‑landing zones on maps, and the festival’s procedures for contacting landowners and the sheriff if a balloon lands in an unauthorized area. Staff recommended approval and authorization for the county administrator to execute a license agreement after board action.
A motion to approve the application and authorize the license agreement was moved and seconded and passed unanimously.
