Council weighs returning to formal parks commission or expanding resident advisory group

Council members debated how best to involve residents in parks planning as the city prepares several park-related projects and begins comp plan outreach.

Staff reminded the council that the parks commission had been replaced by an informal parks advisory group in 2023 because the commission had limited workload; the advisory group did not meet regularly in 2024. Councilors offered three main options: (1) return to a formal, appointed parks commission subject to Open Meeting Law and regular meetings; (2) expand the current parks advisory group into a broader resident advisory group with quarterly cadence and project-specific task groups; or (3) use a mix of both approaches (advisory focus groups for outreach and a smaller formal commission for structured decision-making).

Supporters of a formal commission argued appointments and structure drive commitment and provide a pipeline for future planning-commission members. Advocates of a broader resident advisory group said lowering barriers to entry would attract more voices and reduce appointment bias; several councilors favored task-focused groups that would draw residents for specific projects rather than a standing commission with little to do.

Staff noted the legal difference: a formal commission would trigger Open Meeting Law requirements, notice and minutes, whereas an informal advisory group can be more flexible. The council directed staff to continue work under the expanded parks advisory/resident model through 2026 and to return with a refined recommendation and schedule for further discussion.
