The Carver City Council voted to certify the 2026 property tax levy and to adopt the 2026 budget after choosing a reduced scenario that trims about $56,000 from the proposed levy and budget.
Finance staff presented two scenarios: scenario A would have maintained the levy as initially proposed; scenario B reduced the levy and the budget by about $56,000. Staff explained the reduction would lower the levy from $5,458,433 to roughly $5,000,401 and reduce the projected levy-rate increase (from 11.38 percent to about 10.23 percent). As an illustration, staff presented an estimated impact to an average-valued home of about $22 annually (about $1.83 per month), and repeatedly emphasized that this is an estimate because individual taxpayer effects depend on assessed values and homestead exclusions.
Council members discussed the trade-offs, with several expressing support for scenario B as a modest return to taxpayers while preserving fiscal prudence. Concerns noted included variability in individual taxpayer outcomes because of assessment differences.
On formal motions the council adopted Resolution 148-25 certifying the 2026 property tax levy under scenario B and then adopted Resolution 149-25 approving the 2026 budget (scenario B). The clerk recorded the motions and announced that both passed by voice vote.
Staff said they will file required levy certification with the county by the statutory deadline and will return any further budget details as required by state truth-in-taxation procedures.
