The Elyria City Council voted on a package of measures at its March 2 meeting, adopting one resolution and passing several ordinances, all by voice vote under suspension of rules and, where noted, emergency declarations.
Votes at a glance (as recorded in the meeting minutes/record):
- Resolution 2026-7: "A resolution adopting the 2025 report of the Elyria tax center review counsel and declaring an emergency." Motion carried by voice vote (suspension, emergency and passage each recorded as "aye").
- Ordinance (Middle Avenue sidewalk replacement): Authorized the mayor to advertise for bids and enter into a contract for the Middle Avenue sidewalk replacement project; passed on first reading under suspension of rules by voice vote.
- Ordinance 2026-27: Authorized a community reinvestment area tax incentive agreement with Buckeye State Welding and Fabrication, Inc.; passed on first reading under suspension of rules and emergency. Council member Oswald commented to thank Buckeye Welding for investing and mentioned the investment was "over $2,000,000."
- Ordinance (residential HVAC energy efficient grant program): Sponsored by community development and finance to establish a residential HVAC energy efficiency grant program; passed on first reading under suspension of rules.
- Ordinance (Elyria Skills City Promise Program agreement): Authorized an agreement with Lorain County Community College for calendar year 2026; passed on first reading under suspension of rules.
- Ordinance amending portions of the Elyria codified ordinances (various sections): Passed on first reading under suspension of rules.
Council recorded committee meeting schedules and other housekeeping items during the same meeting. Where the record shows a motion and second followed by chamber voice votes, the chair declared the motion carried. The meeting record does not show roll-call vote tallies for these items, only the voice votes and the chair's announcement that motions carried.
Next steps: committee meetings were scheduled (utilities 03/04/2026; community development and finance joint meetings on 03/09/2026) and additional ordinance public hearings or second readings noted where applicable (for example a planning and zoning amendment public hearing was scheduled for 03/16/2026).
