Adam Raines, the county treasurer, told the County Commission that the motor vehicle operations fund has not kept pace with salary costs and that three motor-vehicle positions were moved to the general fund for the 2025 budget.
Speaking online, Adam described the motor vehicle supervisor role and explained that a title support specialist is a back-office expert who helps frontline staff with difficult title and registration issues, escalates problems to the state when necessary and supports payments and reconciliation. He said the treasurer’s office is requesting one additional FTE, the title support specialist, and that the department currently has 22 FTEs.
Adam and commissioners discussed the motor vehicle operations fund's revenue sources — vehicle registration fees and satellite-renewal fees — and noted that fee revenue alone does not fully cover all departmental costs. Commissioners confirmed the transferred positions were moved because the fund was not generating sufficient fee revenue to support full operations.
Adam also noted interest income from short-term investments has increased with recent national interest-rate rises and that projected investment earnings for 2025 were on target to continue gains seen in 2024.
No formal vote or directive was taken at the hearing; commissioners indicated they would review the supplemental staffing request and related fund transfers during budget deliberations.
