The St. Croix County Board authorized county staff to submit a Land and Water Conservation Fund grant application to the Wisconsin Department of Natural Resources to build ADA-compliant restrooms and two pavilions at Eckard Blufflands Park.
Supervisor Rice moved the resolution and Supervisor Counter seconded. Community Development staff Jason outlined the project scope: an accessible restroom building with small stalls at each corner, a concession/storage area in the middle, utilities (water, septic, power), and two pavilions (one about 36-by-54 feet, the other about 20-by-40 feet). Jason estimated the total project at roughly $594,000 and said the grant — if awarded — would cover 50% of the project; local match would come from existing park budgets or previously approved park-development funds.
Jason said grant paperwork was not yet posted by May but the county expects the Land and Water Conservation Fund (closely related to the Knowles-Nelson stewardship program) will be funded; the application deadline is expected May 1. The board approved the resolution unanimously.
What happens next: Staff will prepare and submit the application and, if awarded, move the project into the 2027 capital schedule with local funding for the required match.
