Board accepts fall planning report; discusses new elementary school, assessment scores and facility projects

The Benton County Board of Education accepted its fall planning report and heard staff updates on capital and operations work.
The chair summarized the fall planning meeting held Dec. 4, 2025, at the Board of Education Conference Room, saying instructional supervisors Daniel Armstrong and Brandy Milner presented district and school-level state and federal assessment scores and that the board received a proposal for a new Camden Elementary School. The chair also said the Tennessee Municipal Fund and a bond review had examined possible bond options for a new elementary school.
Scott Baylor, the district technology supervisor, briefed the board on the new Avalon camera system. The chair reported the board had reviewed a summary of Tennessee Office of Civil Rights complaints filed against Benton County Schools in the last three years. The board moved to accept the fall planning report.
During an operations update, staff reported installing HVAC units at Briarwood (with cafeteria and chiller work pending), completing electrical projects at the Career Technical Center funded through an innovative school model, and replacing older units in two classrooms. The chair said the district is looking at recognition/ appreciation events for staff funded in part by a $10,400 gifts/contributions line item and that roughly $205,000 in state outcome funds had been received and distributed across salaries, contracts and maintenance categories; the transcript referenced moving about $30,000 into salaries and wages and shifting money among contract lines to cover rising costs.
The director asked board members to note upcoming policy and building committee meetings (Jan. 22, building 5:30 p.m., policy 6:00 p.m.), spring planning on Feb. 19 (12–7 p.m.) with required training, and the county commission appointment of the 3rd District board member on Jan. 20. The chair closed the business portion of the meeting after asking for questions.
