The Snellville mayor and council voted unanimously on Monday to ratify an estimated rollback millage rate of 4 mills for submission to Gwinnett County, a temporary step officials said is needed because recent state legislation has limited the data available to compute precise rollback rates.
Staff member Matt explained that, because the city does not yet have a final tax digest for the year and the county must include estimated rates on property assessment notices, staff recommended the city submit the current millage—4 mills—as the estimated rollback rate. "Given that we don't really have much data... we recommend that the city go ahead and just put as estimated rollback rate the current rate, which is 4 mills," the staff member said.
Council members pressed for clarification. Mayor Barbara Bender asked staff to confirm the recommendation was to use 4 mills; the vote followed with six in favor and none opposed. Council member Kat Hardrick said she had concerns about approving a figure without full data but ultimately supported the submission because the county needs an estimate in time for notices and the final digest will arrive later in the summer.
The staff presentation referenced recent changes in state law (identified in the meeting as "HB 581") as the reason for reduced available data; officials said the final tax digest and any necessary adjustments will be determined later in the year.
The council recorded no amendments to the action and did not set additional conditions; the city will forward the estimate to Gwinnett County for use on property assessment notices.
