Board hears updates on non-homestead millage campaign, summer tax collection fees and International Academy budget

District staff updated the Waterford Board of Education on three finance-related items.
Operating millage campaign: Karen Hildebrand and communications staff said the non-homestead millage public campaign launched the week of April 27. The district created a web page with ballot language, FAQ, a toolkit for principals, social posts and a short "true/false" video to clarify differences between the district’s non-homestead millage and a separate Oakland County enhancement millage that appears on the Aug. 4 ballot. Staff said lawn signs, overpass banners and additional outreach events will follow the Fourth of July holiday.
Summer tax-collection fees: Hildebrand explained that the district levies non-homestead and debt taxes in July and pays collection fees to get proceeds sooner and avoid borrowing against state-aid cash flow. This year the primary township cost is about $112,000; the July levy brings roughly $16–17 million in proceeds, which helps with the district’s fall operating needs. Staff said they will bring action on fees at a future meeting and discussed how splitting collection could shift billing timing for residents.
International Academy (IB) budget: Hildebrand delivered the annual IA campus budget information: approximately 30 Waterford students participate and, under the cooperative agreement, Waterford pays 110% of foundation allowance per student. The IA proposed budget reduces two positions to move its fund balance toward about 5%; staff said the IA budget will return for board action at the next full meeting.
