Board approves CTE fund transfer and several capital contracts, including trades building bid authorization

The Battle Ground School District Board on May 11 approved a package of capital and operational actions that included a CTE fund transfer, bidding authorizations for new construction, and contract approvals for roofing and carpeting.
Michelle Scott explained Resolution D26, a newly available option allowing certain CTE (career and technical education) apportionment carryover to be transferred to the capital-projects fund for use on capital improvements. Scott said the district plans to use the transfer to support upgrades for the culinary program and detailed that a separate $270,000 grant has also been written to supplement the work. The board approved the resolution by voice vote, 5-0.
Facilities staff then sought permission to publicly advertise bids for an approximately 8,064-square-foot trades building on the Battle Ground High School campus, funded through the district's 2024 capital levy. Staff estimated the building at roughly $2.1 million; after bids are returned the board will consider awarding the contract. The motion to authorize bidding passed 5-0.
The board also approved the following items by unanimous vote:
- A request to apply for two waiver days (Resolution E26) to provide full-day professional learning community (PLC) workdays for teachers on Sept. 1 and Dec. 2; staff said instructional minutes remain sufficient.
- Approval to award a full-membrane roofing contract for Amboy Middle School to replace an aging 15-year warranty roof with a 30-year manufacturer-supported system. Staff said the project is funded through the 2024 capital levy.
- Authorization to bid site preparation and parking-lot improvements for a modular building to house the Futures program (special-education transition program). Staff said impact fees will fund the project and estimated the modular plus site work at roughly $6.7 million total (site contract about $2.2 million and the modular ~ $4.5 million).
- Approval of a Sourcewell cooperative contract to replace carpeting at Yacol Primary School for $628,710.
Board members and staff noted funding sources for each project (capital-levy funds for the trades building, roofing and some CTE-related work; impact fees for the Futures project). Several directors stressed that many capital projects are drawing on levies approved by voters in 2024 and on impact fees collected from development rather than on the district's general operating fund.
The board approved all motions on these items by recorded voice votes of 5-0.
Next steps: staff will advertise bids for the trades building and Futures-program site work, return with bid results for formal contract awards, and begin culinary upgrades once grant and transferred CTE funds are available.
