Ephraim awards upper waterline contract to low bidder Advanced Excavation

The Ephraim City Council voted May 6 to award the funded phase of the Upper Waterline Project to Advanced Excavation after Sunrise Engineering presented ten bids.
Jason Brimhall of Sunrise Engineering reviewed the bids and recommended Advanced Excavation as the lowest qualified bidder with favorable references. The base bid covers approximately 2,600 feet of 10-inch high-density polyethylene pipe — the portion of the roughly 9,000-foot project currently funded.
Councilmembers approved the award and authorized staff to prepare contract paperwork. Council and staff said the city is pursuing additional state grant funds, including potential ARPA sources, to complete remaining phases of the project. Construction on the awarded portion is anticipated to begin this summer and to be completed by September, and the new line will be installed parallel to the existing line to minimize service disruptions.
The council recorded a unanimous vote to award the contract and moved to have staff finalize the contract documents and coordinate construction schedules.
