Board conditionally approves Innovation Preparatory Academy at Greenville; two pre-opening conditions set

The SC Public Charter School District board conditionally approved Innovation Preparatory Academy at Greenville's charter application on April 23, subject to two conditions that staff said must be met before a full approval: (1) securing an approved facility site and (2) providing additional evidence of community need at the proposed location by Jan. 1, 2027.

PCSD legal staff explained the Charter Act permitting conditional approvals in limited circumstances and noted the applicant had begun its process under a different authorizer, which left some statutory components incomplete. Staff recommended conditional approval to allow the applicant to finalize outstanding items while proceeding with pre-opening work.

A board member from Innovation Prep who presented as the treasurer outlined the plan, saying the school will open in the 2027-28 school year serving 575 students in year one with a proposed growth to 900 students. He tied the school's mission to competency-based, character-focused learning and noted Charter Schools USA would serve as the EMO to provide operational and staffing support. When a trustee asked for the mission statement, the presenter read it aloud: "IPAG's mission is to strengthen each student academically, socially and emotionally within a highly engaging and supportive environment."

Trustees asked about social-emotional learning (SEL) curriculum adoption and whether staff had reviewed it to ensure compliance with statutory provisos; staff said the curriculum is already in use at the applicant's other schools and would be reviewed through the normal annual process prior to opening.

After the presentation and board discussion, a trustee moved to accept staff's recommendation for conditional approval; the motion was seconded and approved by voice vote. Staff recorded the two explicit conditions and set the January 1, 2027 deadline to satisfy them.
