Lawmakers press VA on automatic enrollment for transitioning service members; VA raises technical concerns

Ranking Member Takano asked Dr. Thomas O’Toole to clarify whether “registration and enrollment are the same thing.” Dr. O’Toole replied, "Registration and enrollment are considered separate, and we are currently in the process of developing automatic enrollment processes," adding that automatic registration removes several administrative burdens but is not the same as enrollment needed to access care.

Takano pressed on whether registration alone permits access to VA health care; Dr. O’Toole answered plainly: "No. They do not serve." The exchange continued as Takano asked how many additional steps would be required to convert a registrant into an enrolled veteran eligible for care; Dr. O’Toole said he would provide that specific information for the record.

Takano suggested a simple statutory amendment clarifying that automatic enrollment would not affect ACA tax credits for veterans or dependents; Dr. O’Toole said such an amendment would "definitely eliminate a major concern" but highlighted other matters (priority groups and associated copays) that would need careful work. VA witnesses committed to working with committee staff and sponsors to reconcile technical issues.

Members broadly supported the goal of easing administrative barriers to care but emphasized the need for precise statutory language to prevent unintended consequences for benefits and tax credits. The committee requested written follow‑up on operational steps and impacts.
