Board approves special-event permit for 160th First Battle reenactment and several facility contracts

The Culpeper County Board of Supervisors approved several land and facilities actions during its meeting.

Special-event permit: Terry Shelton and Kurt Laffey, organizers for the 160th anniversary reenactment of the First Battle of Manassas at Brandy Station, described multi-day logistics including camps, registration, safety zones for demonstrations and an evening period ball open to the public. Organizers estimated spectator attendance in the low thousands and described coordination with law enforcement and the American Battlefield Trust. After board questions about traffic and site operations, Supervisor Payne moved to approve the special use permit and the board voted in favor.

Facilities contracts: The board approved awarding a contract to H & S Mechanical to replace rooftop HVAC units on the Galbreath Marshall Building; staff noted the project will be funded by a transfer from daycare fund balance. In buildings and grounds business, the board also approved awarding a contract to Janus Construction, Inc. (including a 5% contingency) to replace exterior courthouse doors with ballistic/security-rated doors; the motion included a funding shortfall to be covered from the general fund.

Code amendment advertisement: The board authorized staff to advertise repeal proceedings for portions of county code chapter 12 (article 2, sections 12'—8b) to align with current state statute and allow recovery of deferred taxes on rezoned properties; staff will prepare draft amendments for a public hearing at the next regular meeting.
