Auditors give Culpeper County a clean opinion on 2025 financials

The Culpeper County Board of Supervisors received a presentation from David Foley, partner at Robinson Farmer Cox Associates, on the county's annual comprehensive financial report for the fiscal year ended June 30, 2025. Foley said the auditors issued an unmodified opinion on the financial statements, the highest standard for financial reporting, and found no material weaknesses or significant deficiencies in internal control.

Foley told the board the firm also completed the federal compliance review and found no reportable instances of noncompliance for major federal grant programs. He said the audit required reviewing accounting policies and significant estimates, including depreciable lives and actuarial valuations for pension and other post-employment benefits, and that the county and school staff had been cooperative during fieldwork.

The auditors also reported no uncorrected misstatements and no disagreements with management. The board thanked staff, including school finance staff and Valerie Lam's office, for their work supporting the audit. No formal vote was required to accept the report; the presentation was acknowledged and recorded for the minutes.

The board may receive the formal audit documents and the auditor's communication letter in the packet and direct staff-supplied follow-up as needed.
