The template asks each work group to ground recommendations in a mission and problem statement, identify the proposed solution, explain how the proposal connects to the group's focus areas, and categorize the recommendation as a program, policy or partnership. Staff also requested details on complexity, resource needs, partner roles, and recommended performance metrics and data sources so the task force can build actionable implementation plans and evaluation into the front end.
After the template review, members discussed a draft vision statement and offered wording suggestions (several members favored the concise phrase "A safer, healthier, more gang-free North Carolina") and asked staff to revise and circulate a final version.
Before a scheduled break, the Chair moved that the task force convene in closed session to discuss the gang validation process for the Department of Adult Correction and the Division of Juvenile Justice at the Department of Public Safety, citing North Carolina General Statute 143-318.11(a)(1). The motion was seconded by Mr. Hastings and approved by voice vote. Staff said non-task-force members and outside attendees would be excluded when the meeting reconvened.
Next steps: chairs will use the template to prepare recommendation spreadsheets for staff; staff will circulate the revised vision statement and follow up on requested data and presentations prior to the next meeting.
