Council advances Morse Road boundary adjustment; emergency Beach‑Morse repair tabled after charter bidding issue

Council set for second reading an ordinance to accept a boundary adjustment that would transfer roughly 26.5 acres of Morse Road right‑of‑way from Columbus to New Albany and consent to annexing about 5.5 acres from Plain Township. Staff said the changes will help unify jurisdiction for planned resurfacing along Morse Road and improve coordination for future maintenance.
“These boundary adjustments allow the Franklin County engineer's office to move forward with the planned resurfacing of this corridor,” Oley said, noting the change reflects an earlier resolution and that the segment (about 6,700 feet) is included in the county resurfacing program this year.
Separately, staff sought authorization for emergency repairs at the Beach Road/Morse Road intersection with a contract cap of $150,000 and an anticipated cost of about $125,000. The law director raised a point of order that, under the city charter, a waiver of competitive bidding requires at least five affirmative votes; only four council members were present. Council voted 4–0 to table the emergency repair resolution to the Sept. 2 meeting to address the charter requirement.
Council members discussed the scope of resurfacing and confirmed that current action on the boundary adjustment is a procedural step leading to a formal second reading and public hearing on Sept. 2.
