The New Albany Planning Commission on Aug. 13 approved FTP 57, the final development plan for a four‑story outpatient pediatric facility proposed by Nationwide Children’s. Staff told commissioners the site will sit in the village center along the future Ganten Parkway and include a central utility plant, extensive landscaping and a parking plan based on projected patient and staff volumes.
Staff member (speaker 7) said the design uses brick, cast stone and painted aluminum, that all four facades have equal treatment and that the city architect "had no further comments," noting that the architect’s silence "speaks to the exceptional quality" of the design. Staff also said the site plan proposes 496 parking spaces and 8.94 acres of open space on the 16‑acre phase under consideration.
Architect Bryce Shirley (speaker 9) told the commission the building is "approximately 170,000 square feet" and said the loading dock and emergency/service drive will be below grade on the northwest side, with separate patient and emergency/service entries. Shirley said the lower level includes shelf space for future medical uses and that the project team would return to the commission if a change in lower‑level use would alter parking demand.
Engineering staff (speaker 8) asked the applicant to delineate the conservation‑easement area on the final plans, add sight‑distance notes to curb cuts and provide details for stormwater management when available. Commissioners and staff agreed to revise a condition so the property owner "allows for future dedication or installation on the conservation easement parcel if permitted and the owner and city agree upon an operating agreement." The commission added a condition requiring the parking calculation to be revisited if lower‑level uses change to match Levels 1–3.
After discussion and staff‑recommended wording changes, a commissioner moved approval and the motion carried unanimously on roll call.
The approval is subject to the conditions in the staff report, the revised first condition shown on the PowerPoint and the added condition that any lower‑level change that alters use will trigger a recalculation of required parking and return to the commission if necessary. The project will proceed subject to staff approval of the final, condition‑compliant materials and details.
