The Cherokee County Board on May 19 unanimously adopted a zoning text amendment to add a 'medical spa' use to the county zoning ordinance, allowing the use in the AG (general agriculture) district by Special Use Permit subject to 15 enumerated conditions.
Staff explained the proposal would define 'medical spa' as a facility offering cosmetic and aesthetic services performed by licensed health‑care professionals and explicitly excluding general medical or surgical procedures. The conditions for AG locations include state licensure, a minimum lot size of 5 acres, access to a county road, an outward residential or agricultural appearance, off‑street parking meeting Article 12, appointment‑only services, enclosed operations, and limits on signage and product sales.
At the work session the board refined three items: hours of operation set to 8 a.m.–6 p.m. Monday–Saturday (closed Sundays), a cap of 2,000 square feet in the AG district (the public and an applicant requested 4,000 sq ft), and a maximum of 15 employees (excluding property owners) for AG locations. Ethan Underwood, speaking for Beauty Barn LLC, asked the board to allow 4,000 sq ft in the code; he acknowledged the Special Use Permit process would still allow case‑by‑case adjustments.
Commissioners debated whether to fix the size at 2,000 sq ft or allow applicants to request variances; staff noted the Special Use Permit process already provides discretionary review. After public comment and deliberation the board approved the text changes as presented by staff.
The ordinance amendment was adopted unanimously and the clerk recorded the change to allow medical spas in AG by special use permit under the stated conditions.
