Planning Director Steve Neilson told commissioners the property is zoned IB (Intermediate Business District) and that Public Works and Morristown Utility Systems recommended approval "conditioned upon a bond of $125,160 to cover the cost of utility construction." Staff concurred with that recommendation. The plat's petitioners were identified in the minutes as Mr. John Bell and Dr. Blake Melling.
When Mayor Gary Chesney asked about the size of the single‑family homes that would be placed on the lots, Phillip Carlyle responded that the homes would be "approximately 1,100 to 1,700 square feet." Vice Chairman Bill Thompson moved for final plat approval conditioned on the bond; Commissioner Wanda Neal seconded. The motion carried by an 8–0 vote.
