Parma Heights council approves one-reading fire-station construction contract and NEORSD grant for Blossom Avenue lighting study

Parma Heights City Council approved a one-reading contract to hire Grunwell-Cashero for construction work at the Parma Heights Fire Station and authorized a grant agreement with the Northeast Ohio Regional Sewer District for a Blossom Avenue lighting study during its Feb. 28 meeting.
Councilwoman DeSouza moved to suspend the rules and then moved for passage of Ordinance 2022-7, authorizing the mayor to enter into the construction agreement with Grunwell-Cashero; Councilman Stavole seconded both motions. The roll call listed Council members Haase, Maruschak, Rounds, Stavole, Durichko and DeSouza. The ordinance was approved in one reading, allowing the city to proceed with contracting for the fire-station project.
On the same vote cadence, council approved Ordinance 2022-8, authorizing the mayor to enter into a Member Community Infrastructure Grant agreement with the Northeast Ohio Regional Sewer District (NEORSD) for the Blossom Avenue Lighting Study design and construction project. Council discussed the grant agreement by title and then voted to pass it in a single reading.
Council also advanced or read by title several other measures: Ordinance 2022-3 (amendments to emergency medical services utilization charges), Ordinance 2022-4 (an agreement with American Traffic Solutions, doing business as Verra Mobility, for photo red-light and speed enforcement) and Ordinance 2022-6 (2022 appropriations), which were recorded at first or second reading as noted and remain pending further readings where applicable.
The meeting record shows council considered an amendment to Ordinance 2022-2 (Traffic Law Photo Monitoring) and Councilman Haase moved to amend the ordinance prior to its reading; that amendment was moved and seconded on the record.
