Franklin County Legislature unanimously approves contracts, appointments and land sales at Dec. 1 meeting

The Franklin County Legislature met Dec. 1, 2022, in Malone and unanimously approved a slate of resolutions authorizing contracts for senior services, social services agreements, appointments to county development boards, property sales and personnel-rule changes. Chairman Donald Dabiew called the meeting to order at 11:34 a.m., Clerk Penny A. Premo called the roll and reported Legislators Janisewski and Maroun as excused.
The meeting’s most substantial items included several Office For the Aging actions: Resolution No. 355 authorized 2023 contracts with seven adult centers to provide home-delivered and congregate meals, health information and senior-center programming (amounts listed per center in the approved resolution), and Resolution No. 356 authorized up to $7,000 for legal services from Matthew McArdle, Esq. for elder legal assistance. The Legislature also approved Resolution No. 357, a $17,400 contract with Franklin County Public Transportation to provide reduced fares for older riders in 2023, and Resolution No. 358 to accept a $500 donation to purchase food for holiday baskets.
In social-services business, the Legislature adopted an omnibus authorization (Resolution No. 359) permitting the Commissioner of Social Services to execute 41 contracts and 27 memoranda of understanding for various program years and funding streams, including agreements contingent on state Flexible Funds for Family Services appropriations. The body also authorized a series of contracts and grants to community agencies (Resolution No. 365), including Cooperative Extension funding and airport and library support.
On appointments, Resolution No. 360 named Madelyn Fleury (Dist. 1), Sherry Boyea (Dist. 2), Archie McKee (Dist. 3), Nate Monette (Dist. 4), David Rhodes (Dist. 5), James Ellis (Dist. 6) and Stephen M. Erman (Dist. 7) to the Franklin County Industrial Development Agency, Local Development Corporation and Civic Development Corporation, terms to run Jan. 1–Dec. 31, 2023.
The Legislature approved two land-sale resolutions: Resolution No. 362 accepted the special committee’s report on unredeemed land and authorized execution of quitclaim deeds upon receipt of specified amounts; Resolution No. 363 authorized sale of Lot 173 in the Town of Moira to First Christian Church (Nathaniel Beachy) for $900 after the successful bidder defaulted. The Legislature also adopted Resolution No. 366 to approve revised Sick Bank Rules and Resolution No. 367 to authorize a $2,200 media advertising agreement with Mountain Lake PBS.
Resolution No. 368 authorized Community Services to contract with Homeward Bound Adirondacks and amended the 2022 budget by adding $78,750 in revenue and matching expense lines for the Dwyer Peer-to-Peer program to expand veteran peer support. Clerk Premo advised the board that Legislator Maroun requested a resolution be pulled; the chair granted the request and the record shows the pulled item was not adopted.

The Legislature set its Organization Meeting for Jan. 5, 2023 at 11:30 a.m. in the Legislature Chambers and adjourned at 1:04 p.m.
