Promotoras, residents raise safety and parking concerns on Santa Clara Avenue as library and school offer summer events

At the El Rio/Del Norte Municipal Advisory Council meeting on June 20, promotoras Esperanza Agraz and Gloria Magana presented a "Creando Comunidad" update highlighting traffic and parking safety problems on Santa Clara Avenue.
The presenters said vehicles — including farmworker parking — frequently block residential driveways and sightlines, complicate mail delivery and trash collection, and create hazards for new drivers. The promotoras requested the council’s attention to the pattern of obstructive parking and increased vehicle speeds on the street.
During public comment, Sherry Leal-Ryan of the Ventura County Library System distributed flyers about summer library activities for adults and children, noting that prizes for program participants include four Disneyland tickets. A member of the public who identified themselves as working for the Rio School District offered to partner with the neighborhood to host movie nights, with the district able to provide the screen, sound and film; the board would need to set dates and produce flyers.
Councilmember Brenda Heredia read a letter from Mary Ann Rooney about development of the Nyland Acres Community Center and announced a Bike Rodeo scheduled for July 21, 2024. A copy of the letter was given to Manuel Minjares in Supervisor Kelly Long’s office.

Next steps noted at the meeting included transferring the community center letter to the supervisor’s office and potential coordination among the council, the Rio School District and city staff to set dates for neighborhood movie nights.
