District reports HVAC, humidity and possible roof issues at Keith Ingram; initial costs estimated near $50,000

Facilities staff briefed the Bay City ISD board on March 23 about ongoing investigations at Keith Ingram, reporting air-handler issues, blocked returns and elevated indoor humidity in at least one space and noting the possibility of insufficient roof installation or insulation contributing to the problem.
The facilities presenter described a seven-step action plan recommended by consultants that begins with correcting blocked returns and vents and proceeds to a comprehensive supply/airflow investigation, restoration of air-handler performance and finally integration of findings with building consultants. The presenter said the immediate project is "more expensive" than originally expected and estimated initial costs "close to $50,000." "We're looking at a more expensive project than what we first thought," the presenter said.
Staff said consultants will return to verify roof values and further assess air-handler capacity; an initial set of repairs and diagnostic work will be prioritized and the board will receive follow-up information in the next month or two before staff recommend financial actions.
Why it matters: The board was told the issues affect indoor-air conditions and that some on-campus actions (for example, blocked returns and stored materials near vents) were corrected during inspections; the district emphasized the need to document conditions and follow consultant recommendations before committing larger funds.
What’s next: Facilities will complete the consultant verification, present a prioritized scope and cost estimate, and return to the board with recommendations and financing options for repairs and any additional remediation work.
