Council approves vacation of 1st Street for River Rock development

The Marion Common Council on Jan. 21 approved General Ordinance 2-2025, an ordinance to vacate portions of 1st Street and nearby alleys to provide the site for the River Rock development project.
City Engineer and planner Mike Grafft told the council that easement concerns had been addressed and that no neighbors or utility providers had objected in the responses received to date. Mayor Ronald Morell Jr. attended and expressed support, noting the development’s importance to Marion.
The council opened a public hearing; no members of the public spoke. Councilman Cowgill moved to suspend the rules to advance consideration of the ordinance; Councilman Kane seconded. The council then approved the ordinance by roll call.
Council members said passage is a final local clearance needed for the River Rock project to move toward construction when conditions and permits allow.
