Williams Township approves contracts, pays for GIS migration, raises tax-collector pay and ratifies hires

At its June 12 meeting, the Williams Township Board of Supervisors approved a series of routine municipal contracts and personnel actions.
The board approved a parking lot paving agreement with Cedarville Holdings and accepted a $9,780 quote from Gordon Bennett Painting to repaint the municipal building exterior. Engineer Ronald Madison presented two GIS conversion proposals — a $4,600 mapping portion and a $9,800 web application/configuration portion — and the board approved both, totaling $14,400; the vendor (Colliers) agreed to honor 2023 pricing on the proposals.
The board also ratified hiring three recreation counselors — Halley Washburn, Malia Bennett and Jackson Millen — to replace counselors who declined initial offers; Chairperson George Washburn stated he would file a conflict-of-interest form because Halley Washburn is his granddaughter. Raymond Abert moved to increase Tax Collector compensation from $4.00 to $5.50 per bill via Resolution 2024-12; the motion passed 2-0. The board approved an Open Records Policy (Resolution 2024-13) clarifying that the township need not produce records if requestors do not identify themselves by name and/or address.
All items in this group were approved by recorded votes of 2-0 when noted in the minutes. The Williams Township Athletic Association had requested township support for Field B infield improvements (project cost stated as $27,300); the board noted it could not vote on that donation at this meeting.
