The Thermalito board voted Jan. 20 to have Director Koch represent the district on the Sewerage Commission—Oroville Region (SC‑OR) for the remainder of Director Hatley's term, with a planned reassessment in June 2026.
President Clark reviewed action taken by SC‑OR at its Dec. 17 meeting: approval of a $139,500 pipeline assessment for the Highway 162 bridge and a $75,500 salinity study; a special Jan. 8 meeting considered the Ruddy Creek Pump Station, and SC‑OR awarded a $3,070,995 construction contract to Lorang Brothers Construction and a $600,000 contract to Jacobs Engineering for SCANDA integration and associated tasks. These SC‑OR approvals were reported to the TWSD Board; the TWSD Board did not itself vote on the SC‑OR contracts at this meeting.
Director Taggart said he could not fulfill SC‑OR duties due to health reasons. The Board approved a motion (moved by President Clark, seconded by Vice President Wristen) to have Director Koch fill the remaining time on the SC‑OR Board; the minutes record the motion carried unanimously but do not provide a vote tally.
The Board recorded it will reassess the representation in June 2026.
