Engineer Heindell said the District—through its consultant Anchor QEA—had been looking for funding opportunities for the larger sediment project. He said Anchor QEA connected district staff with Resource Public Affairs and its representatives. The firm proposed a monthly retainer of $12,500; travel and similar expenses would be billed directly and would not exceed 10% of the contract term, Heindell said.
Heindell and Manager Boucher told the Board they had met with legislative staff for Senator Dahle and Assemblyman Gallagher; Resource Public Affairs provided a strategy on Jan. 12 arguing that the sediment project aligns with multiple Prop 4 funding categories. The Board accepted the agreement by motion (moved by Director Koch, seconded by President Clark) and the minutes say the motion was unanimously carried; the minutes do not list a roll‑call vote tally.
The minutes record the engagement is for 30 days and may be canceled by either party; the Board also agreed to retain the contract price through the state's budget approval at the end of June.
